IED Installationen

La loi modifiée du 9 mai 2014 relative aux émissions industrielles qui transpose la directive 2010/75/UE du Parlement européen et du Conseil du 24 novembre 2010 relative aux émissions industrielles a pour objet de réaliser la prévention et la réduction intégrées des pollutions en provenance des établissements.

Les règles y énoncées visent à

- prévenir et réduire la pollution due aux activités industrielles

- éviter ou, lorsque cela s’avère impossible, réduire les émissions dans l’air, l’eau et le sol

- empêcher la production de déchets

afin d’atteindre un niveau élevé de protection de l’environnement considéré dans son ensemble.

Les installations concernées sont reprises dans les divers chapitres et annexes de la loi. Les activités industrielles polluantes relèvent des catégories

- activités de l’annexe I (installations de divers types),

- grandes installations de combustion,

- installations d’incinération ou de coïncinération de déchets,

- installations et activités utilisant des solvants organiques,

- installations produisant du dioxyde de titane.

Une installation peut relever d’une ou de plusieurs de ces catégories.

Cette loi concerne au Luxembourg une soixantaine d’établissements au Luxembourg, dont environ deux tiers relèvent de l’annexe I de la loi.

Déi an deem Gesetz festgehale Reegelen zilen dorobber of

- d‘Ëmweltverschmotzung aus industriellen Aktivitéiten ze vermeiden oder ze reduzéieren,

- d’Belaaschtung vun Loft, Waasser an Buedem duerch Emissiounen ze vermeiden oder, wann dat net méiglech wär, ze reduzéieren,

- d‘Produktion vun Offall ze vermeiden

fir d‘Ëmwelt insgesamt op engem héijen Niveau ze schützen.

Déi vum Gesetz viséiert industriell Aktivitéiten sinn a verschidde Kategorien ënnerdeelt:

- Aktivitéiten aus der Annexe I (verschidden Zorten vun Aktivitéiten),

- Grouss Verbrennungsanlagen,

- Offallverbrennungsanlagen an Offallmattverbrennungsanlagen,

- Installatiounen an Aktivitéiten bei deenen organesch Léisungsmëttelen agesat ginn,

- Installatiounen an deenen Titandioxid produzéiert gëtt.

Eng Anlag kann ënner eng oder méi vun deene Kategorien falen.

A Lëtzebuerg hu mir iwwert 60 Anlagen déi ënnert dat Gesetz falen, ongeféier zwee Drëttel dovunner sinn Anlagen aus der Annexe I.

The amended law of 9 May 2014 on industrial emissions, which transposes Directive 2010/75/EU of the European Parliament and of the Council of 24 November 2010 on industrial emissions, aims to achieve integrated prevention and reduction of pollution from establishments.

The rules set out aim to

- prevent and reduce the pollution caused by industrial activities,

- avoid, or, should this be impossible, reduce emissions to air, water and land,

- prevent the generation of waste

in order to achieve a high level of protection of the environment taken as a whole.

The industrial activities giving rise to pollution are referred in the different chapters and annexes of the law. It differentiates between following categories:

- activities listed in annex I (various activities),

- large combustion plants,

- waste incineration plants and waste co- incineration plants,

- installations and activities using organic solvents,

- installations producing titanium dioxide.

An installation can fall under one or more of those categories.

In Luxembourg the law applies to over 60 plants, approximately two third of those are activities listed in annex I.

Das abgeänderte Gesetz vom 9. Mai 2014 über Industrieemissionen, mit dem die Richtlinie 2010/75/EU des Europäischen Parlaments und des Rates vom 24. November 2010 über Industrieemissionen umgesetzt wird, zielt auf die integrierte Vermeidung und Verminderung der Umweltverschmutzung durch Betriebe ab.

Die dort aufgeführten Grundsätze haben zum Ziel

- die Umweltverschmutzung aus Industrietätigkeiten zu vermeiden und zu vermindern,

- die Belastung von Luft, Wasser und Boden durch Emissionen zu vermeiden oder, falls sich dies als unmöglich erweist, zu vermindern,

- die Produktion von Abfall zu vermeiden

um insgesamt einen hohen Umweltschutzstandard zu gewährleisten.

Die industriellen Tätigkeiten auf welche sich das Gesetz bezieht sind in den einzelnen Kapiteln und Anhängen des Gesetzes in folgende Kategorien unterteilt:

- in Anhang I aufgeführte Tätigkeiten (verschiedenster Art)

- Großfeuerungsanalagen,

- Abfallverbrennungsanlagen und Abfallmitverbrennungsanlagen,

- Anlagen und Tätigkeiten bei denen organische Lösungsmittel eingesetzt werden,

- Titandioxid produzierende Anlagen.

Eine Anlage kann einer oder mehreren dieser Kategorien entsprechen.

In Luxemburg unterliegen über 60 Betriebe diesem Gesetz, etwa zwei Drittel davon sind Tätigkeiten aus Anhang I.
